This research provides analysis and recommendations on the most common barriers
faced by women (half of the population), and youth (1/3 of the population), in actively and
equitably participating in Mongolia’s political and electoral processes. This study has utilized the “SheVotes” methodology, developed by the International Republican Institute (IRI) and its Women’s Democracy Network (WDN), which identifies barriers to political participation across the
following framework:
1. Governmental (legal and institutional)
2. Socio-cultural
3. Individual aspects.
From the findings of this report, it will be evident that the governmental barriers are the largest
hurdles for Mongolian women and youth to actively and equally participate in the political and electoral processes
